No tax increase for 2017 in East Cocalico

The East Cocalico Township supervisors have proposed a $5.36 million budget for 2017, which is a slight increase from last year’s $5.28 million.

No real estate tax increase is proposed. Street light rates, calculated by front footage of property, are to be increased from 60 cents to $1 per foot.

“The township had a streetlight rate of $1.04 per foot of at the beginning of 2012,” said Steve Gabriel, interim manager. “At the end of 2012 there was a surplus of $244,000. The board of supervisors reduced the streetlight rate in 2013 from $1.04 down to 60 cents per front foot of property. The surplus was used up over the past three years. Now, in order to fund the streetlight fund adequately, the rate must be raised.”

The millage rate of 2.05 mills stays the same as last year.

“One mill of tax brings in almost $766,000,” Gabriel, said.

The township manager proposed budget line is $45,000, about half the 2016 salary line item. The previous full-time manager resigned in January and left in mid-February. Gabriel has been working approximately half-time for the township under an agreement made with his employer, Rettew Associates since mid-February.

The manager candidate offered the position in July, did not accept it. No further action has been announced.

Approximately $370,000 remains in the capital account.

“This will be earmarked for the estimated $1.7 million Denver Road Bridge replacement project, scheduled to begin in spring 2017,” said Gabriel.

The township’s three fire companies — Reamstown, Stevens, and Smokestown — will each receive $25,000, up $5,000 from last year. The Reamstown Ambulance Association will also receive the increased amount of $25,000 in 2017.

Adamstown Area Library is scheduled to receive $30,000 in 2017, which is up $1,000 from 2016.

A contribution to the library’s capital campaign to build a new library at the site of the former Adamstown VFW, 110 W. Main Street, Adamstown, remains under consideration.
