Moore named officer of the year

EPHRATA - The Ephrata Police Department is proud to announce that Officer Paul Moore
has been selected as Outstanding Officer of the Year for 2007 by the
Lancaster County Chiefs of Police Association.
Moore has served the
community of Ephrata since 1995 when he became a police officer in Ephrata
Township. He served at the township in many capacities including evidence
technician and datamaster BAC supervisor. In 2005 when Ephrata Borough
began providing contract police services to Ephrata Township, Officer Moore
joined the borough's police department where he continues to serve in these
capacities as well as a field training officer and assistant patrol team
leader.
Moore is a beacon of reason and initiative. His
investigations, in spite of limited free time while on patrol, are
consistently thorough and complete. He is a dogged defender of women's
safety, taking every precaution to prevent abusers from intimidating and
manipulating their way out of court proceedings. In fact, one domestic case
prompted this response from ADA Smulktis of the Domestic Violence
Unit:
"This is probably the best documented domestic violence case
I've every received from an officer. It has everything I would need to
prosecute: a statement from the victim, pictures of the victim's injuries,
pictures of the damage caused in the apartment. It's rare to see that and I
felt it necessary to let you know that this was a great job in this
case."
This is not unusual behavior from Moore. He is notorious for
developing and following leads and tying up every loose end until he is
satisfied that his case has been handled to the best possible
extent.
When it comes to involving the community with policing,
Officer Moore is again at the top of the list. He used his knowledge of
landlord/tenant law and his contacts to solve many neighborhood issues in
his area of responsibility. He initiates meetings to broker "truces"
between disputing parties, often without requiring charges to be filed. He
also knows how to use the leverage of a police officer to keep the peace
when necessary.
Moore also takes his assigned patrol zone very
seriously often taking a proactive initiative to address a possible
ordinance violation or quality of life issue well before being asked, the
response is "Paul's already on it."
There is no way to describe all
the ways that Officer Moore improves the community through his policing,
but it is hoped that the aforementioned instances can present an overall
"flavor" of his work.
Moore's absolute dedication to service,
quality, and professionalism brings credit to himself, upon his department
and community, and to law enforcement as a profession.
