East Cocalico Police Department Report, January 19, 2017

The East Cocalico Police Department reported the following:
DISORDERLY CONDUCT: Officers responded to a disturbance in the first block of Deanne Circle, East Cocalico Township, at 1:35 p.m. Jan. 4. Cynthia Walsh, 61, was charged with disorderly conduct for repeatedly yelling and cursing at her neighbors.
CRASH: Stephen D. Rissell, 26, of the 500 block of Wabash Road, Ephrata, was charged with four counts of driving under the influence, driving under suspension, driving without insurance and following too closely after a vehicle crash at 12:35 a.m. Dec. 16. Rissell’s vehicle was traveling eastbound in the 800 block of West Swartzville Road in East Cocalico Township when he struck the rear of another vehicle that was waiting to turn into a private driveway. Rissell’s vehicle suffered extensive front end damage and had to be towed from the scene.
Officers determined Rissell was impaired at the time of the crash. A blood test indicated that he was under the influence of marijuana, amphetamines, and methamphetamines at the time of the test. It was also discovered that Rissell’s driver’s license was suspended and that he had no car insurance. Rissell was sent a summons to appear in district court.
