The East Cocalico Township Police Department reported the following:

FORGERY: A Luzerne County man defrauded a local horse-breeding social club of over $6,000 by forging checks stolen from a Denver home and making electronic payments for personal debt.

Brian A. Rowlands, 42, is at Lancaster County Prison, charged with felony counts of forgery, theft, and access device fraud.

East Cocalico police allege Rowlands stole checks from a Denver home in May or June 2015 and wrote them out to himself. Most of the checks were from an account for Pa. Morgan Horse Club, a Lebanon-based social club that promotes the breeding of Morgan horses and events affiliated with the animals. Two others were from the homeowners’ checking account. Rowlands wrote one of those to himself, for $500.

Rowlands was an acquaintance of someone pet-sitting at the Denver home. He used that connection to get into the home and take the checks. The pet-sitter was unaware and isn’t charged in the crimes.

Rowlands had the checks &tstr; $4,000 worth &tstr;cashed at a Wilkes-Barre bank. His mother cashed the checks for him because he didn’t have an account. He also used the victims’ account information to make $2,597 in e-payments for his personal cellphone debt.

Rowlands has confessed to the crimes to police.

East Cocalico police Detective Keith Neff filed charges.

Rowlands is not eligible for bail because he also was taken into custody for an outstanding warrant from Manor Township police regarding theft and a state parole detainer.

PUBLIC DRUNKENNESS: Officers responded to BB&T Bank parking lot in the first block of East Swartzville Road, East Cocalico Township, at 9:08 p.m. Feb. 10 for a disturbance in progress. Harold Dean Kopp, 59, Denver, was found to be intoxicated. He was cited with public drunkenness.

CRASH: A vehicle traveling east left the road due to snowy and icy conditions in the 100 block of Weaver Road, East Cocalico Township, at 4:50 p.m. Feb. 11 and struck an embankment and several trees. The driver was uninjured. The vehicle was towed from the scene.

CRASH: A southbound vehicle turned left in front of a northbound vehicle at 1015 N. Reading Road, East Cocalico Township, at 7:55 p.m. Feb. 11. Both vehicles sustained moderate damage and were towed from the scene. The driver of the southbound vehicle sustained minor injuries but refused treatment.

CRASH: A vehicle traveling northbound lost control on the snow drifted road at 171 Stevens Road, East Cocalico Township, at 12:19 p.m. Feb. 13 and left the road, striking a cement wall. The driver sustained facial injuries and was taken to Ephrata Hospital by Reamstown Ambulance. The vehicle was towed from the scene.

CRASH: A vehicle traveling southbound on North Reading Road ran a red traffic signal and impacted another vehicle, which was turning left from Wabash Road in East Cocalico Township at 3:56 p.m. Feb. 14. The driver of the southbound vehicle was taken to Ephrata Hospital with a head injury. Both vehicles were towed from the scene. Stevens Fire Company and East Cocalico Township Fire Police assisted on the scene.

DUI: Charges of driving under the influence of alcohol or a controlled substance were filed on Joshua Alan Weber, 28, Ephrata, Feb. 15. Weber was stopped for failing to stop at a red light in the 1400 block of North Reading Road, East Cocalico Township, at 8:29 p.m. Jan. 29. He was arrested for suspicion of DUI. Blood tests revealed a blood alcohol concentration of 0.126 percent as well as the presence of central nervous system depressants and narcotic analgesics.

DUI: DUI charges were filed on Emmet Shane Hanna, 45, Reamstown, Feb. 15. Hanna was stopped for failing to use a turn signal in the first block of South Reamstown Road, East Cocalico Township, at 10:20 p.m. Jan. 30. He was arrested for suspicion of DUI. Blood tests revealed that he had a blood alcohol concentration of 0.102 percent and the presence of central nervous system stimulants.

DUI: DUI charges were filed on Michael Freeman Walker, 61, Stevens, Feb. 15. Walker was stopped for an equipment violation in the 2100 block of North Reading Road, East Cocalico Township, at 2:01 a.m. Jan. 31. He was arrested for suspicion of DUI. Blood tests revealed that he was under the influence of central nervous system depressants.

DUI: Ronald P. Sacks, 44, the 300 block of Druid Hill Drive, Mountville, was charged with two counts of DUI and restrictions on alcoholic beverages after an incident that occurred in the 1300 block of North Reading Road in East Cocalico Township at 2:33 p.m. Jan. 3. Officers were dispatched for a reckless driver who nearly struck several vehicles. Sacks was located in a parking lot at the above location. Officers determined that he was impaired and he was arrested. Located inside Sacks’ vehicle was an open bottle of rum and a drinking glass containing the same. A subsequent blood test indicated that Sacks had a blood alcohol concentration of 0.215 percent at the time of the test.

DUI: Harry J. Regester, 35, the 2000 block of West Route 897, Denver, was charged with DUI and limitations on left side of road, after an incident that occurred in the first block of West Church Street in East Cocalico Township at 7:08 p.m. Jan. 25. Regester’s vehicle was stopped for driving erratically and officers believed that Regester was impaired. He was taken for an evaluation in front of a drug recognition expert. A subsequent blood test revealed that Regester had high levels of Oxycodone (Percocet), Hydrocodone (Vicodin) and Oxymorphone (Oxycodone metabolite) in his system at the time of the test.

DUI: Jeffrey E Hallman, 54, the first block of Pelham Road, Reinholds, was charged with two counts of DUI, after a crash that occurred in the 1200 block of North Reading Road in East Cocalico Township at 6:23 p.m. Dec. 8, 2015. Hallman was involved in a motor vehicle crash in front of the Reamstown Car Wash. Hallman, who suffered minor injuries, was treated and released at the scene. Officers determined that Hallman was impaired and he was taken to the Wellspan Ephrata Community Hospital for a blood test. Subsequent results of the blood test indicated that Hallman had a blood alcohol concentration of 0.06 percent and was under the influence of amphetamines at the time of the test. The driver of the second vehicle in the crash, Edward Siver, Columbia, was charged with driving while operating privilege is suspended or revoked.

DUI: Wilbur E Moyer, 59, the first block of South Fourth Street, Denver, was charged with two counts of DUI and a traffic summary after an incident that occurred in the 300 block of Main Street in Denver Borough at 7:42 p.m. Jan. 30. An officer witnessed Moyer driving erratically. His vehicle was stopped, and it was determined that he was impaired. A blood test conducted at Wellspan Ephrata Community Hospital indicated that Moyer had a blood alcohol concentration of 0.26 percent at the time of the test.

THEFT: Harold E. Laukhuff, 43, the first block of North Church Street, Robesonia, was charged with theft of leased or rental property after an incident that occurred in June of 2015. Laukhuff rented a plasma cutter from Eagle Rental in the 1300 block of North Reading Road in East Cocalico Township. Laukhuff failed to return the cutter after receiving a certified letter from the business and a phone call from the investigating officer. The cost of the plasma cutter was $1,050. Charges were filed July 24, 2015, and a warrant was issued for Laukhuff’s arrest. Laukhuff was detained in SCI Benner Township (Bellefonte) on unrelated charges Jan. 13. The warrant was served and Laukhuff was arraigned on the Theft charges.

WARRANT: Wendy J Allia, 31, no known address, was stopped in the 2400 block of North Reading Road in East Cocalico Township Feb. 21 at approximately 3:45 p.m. Allia had an active Lancaster County bench warrant. She was picked up without incident and turned over to the Lancaster County Sheriff’s Department.

DUI: Andrew C Walter, 29, the 300 block of Galen Hall Road, Reinholds, was charged with two counts of driving under the influence and a traffic violation after a crash that occurred in the 400 block of South Ridge Road in East Cocalico Township Nov. 25, 2015. On that date at approximately 6:11 p.m., Walter’s vehicle left the road, went down a small embankment and struck a tree. Officers determined that Walter, who was uninjured in the crash, was impaired. A subsequent blood test indicated that Walter had a blood alcohol concentration of 0.020 percent at the time of the test.
