No changes in East Cocalico reorganization

The status quo stands when it comes to the East Cocalico Township supervisors.

Douglas B. Mackley remains chairman; Alan R. Fry, vice chairman; and Noelle B. Fortna secretary of the board. The three made their offices official at the Jan. 5 reorganization meeting.

Mackley was also elected treasurer with Fortna as assistant treasurer.

The supervisors reappointed Mark A. Hiester as township manager as well as appointing him open records officer, Cocalico Consortium member, PSATS voting delegate, and alternate to the Lancaster County Tax Collection Bureau.

Also reappointed was police Chief George C. Beever; Zoning Officer Anthony C. Luongo; and Alternate Zoning Officer Brent E. Lied, PE, of Becker Engineering LLC.

Mackley is chief administrative officer for police and non-uniform pension plans; while Noelle B. Fortna is the alternate.

Goodman & Kenneff continue as township solicitors. Matthew J. Crème Jr. was appointed transportation impact fee special solicitor, while Charles W. Sheidy was appointed zoning hearing board solicitor. Appointed labor solicitor was Eckert, Seamans, Cherin & Mellott LLC.

License agreements were approved with five trash hauler companies: Eagle, Purple Heart, Reams, Waste Management, and Republic.

“The biggest one, Good’s, is probably still working on their list of users, and I’m not worried,” said Mackley. “They have thousands of customers in the township.”

Supervisors agreed that when West Cocalico supervisors returns their signed letter on the 2015 police pact, as Denver and Adamstown did months ago, and agree to the one change which conforms to the others municipal letters, the East Cocalico supervisors will sign as well.

East Cocalico officials reiterated their agreement to fund 100 percent of the minimum municipal obligation (MMO) for 2015 for all four Cocalico municipalities and 75 percent of the MMO in 2016 if the new regional force is operational by Jan. 1, 2016.
